Good question…
Interestingly (and unlike many historic authoritarian regimes) I think the Capitol would be fine with gay people. Or rather, it would be an issue that wouldn’t bother people. The Capitol citizens already have great personal freedom in what they wear and eat (and what they do to their bodies) so I imagine their sex-lives would be quite the same.
I don’t think the Capitol would have seen any need to punish homosexual people (and couples) in the districts, because it is their own loss. District people would want to have children in order to live better lives, so even if they were gay, they would pair up with people just for necessity.
